HLF2025 Learning Journey Details

From 21 October – 1 November 2025, join one (or more!) of 13 specially curated Learning Journeys and 7 Night Walks hosted by organisations and community groups in the sector. Each journey offers an opportunity to go on-site and learn first-hand about homelessness issues and solutions in Singapore.

Addresses and meeting details will be shared with registered participants upon confirmation.

In the event that a learning journey has not enough sign-ups, New Hope Community Services and its HLF2025 Learning Journey hosts reserves the right to cancel the learning journey. Affected participants will be informed via email.

The Single Room Shared Facilities (SRSF) scheme, introduced in mid-2024, is the newest public rental housing typology following the Joint Singles Scheme (JSS) and JSS–Open Rental (JSS-OR). Under SRSF, each tenant has their own bedroom, while facilities such as kitchens and bathrooms are shared with other residents.
 
During this Learning Journey, you will gain insight into how New Hope Community Services, as the Managing Agent of SRSF, plays a key role in promoting social inclusion and fostering a sense of community among tenants. The visit includes a guided tour of the SRSF premises, offering a first-hand look at the living arrangements and communal spaces.

About the host
New Hope Community Services is a social service agency appointed as the Managing Agent for HDB’s SRSF scheme. At SRSF, New Hope CS focuses on tenancy management and community engagement, supporting residents through initiatives that promote neighbourliness and social inclusion. While casework and direct social services are not provided at SRSF, New Hope CS also operates transitional shelters where such services, including case management, employment support, and life-skills training, are offered to individuals on their journey toward long-term stability.

HDB Joint Singles Scheme Operator-Run @ Sengkang West

Discover HDB’s Joint Singles Scheme Operator-Run (JSS-OR), a public rental scheme for lower-income individuals who share a 1- or 2-room flat with one or two other persons. Unlike the existing JSS, the JSS-OR allows individuals to apply for a public rental flat without first having to find a flatmate on their own — the Managing Agent assigns compatible flatmates based on considerations such as lifestyles and daily routines. The goal is to foster independent and harmonious living in a HDB community setting.
 
During this Learning Journey, participants will learn how New Hope Community Services manages the JSS-OR @ Sengkang West and works with community partners to support tenants in building stability, self-reliance and social mobility. The visit will include a guided tour of selected JSS-OR units and common areas, offering a closer look at the living arrangements and community spaces that support tenant interaction.

About the host

New Hope CS is a social service agency dedicated to improving the lives of displaced and disadvantaged individuals. Transitional Shelters

Transitional Shelter (Family) @ Lengkok Bahru

Since 2018, the AWWA Transitional Shelter (TS) programme at Lengkok Bahru has provided temporary shelter to displaced families who have exhausted all housing options, journeying with them to rebuild stability. In 2022, they expanded to a second shelter at Jalan Tentaram. Beginning in April 2025, AWWA Transitional Shelter further extended their support to include displaced individuals.

Transit Point @ Yio Chu Kang is a transitional shelter operated by New Hope Community Services, offering temporary accommodation and comprehensive social work support for individuals who have exhausted all other housing options. The shelter enables residents to work collaboratively with social work professionals to identify needs and develop intervention plans that help them achieve long-term, stable housing. TP@YCK has it's roots during the COVID-19 pandemic, where New Hope CS took charge of operations under “The Innkeeper’s Project,” swiftly opening a shelter that housed more than 300 rough sleepers by the end of 2020. In 2024, the shelter relocated to its site in Yio Chu Kang.
 
Join a guided tour of the TP@YCK premises and learn how the shelter operates, including its evolution, mission, and the social work processes that support residents on their path to housing stability. There will be opportunities to engage with TP@YCK staff and gain deeper insight into the challenges and successes involved in transitional sheltering.

This shelter model hopes to encourage dignity, inclusion, and a sense of normalcy during a difficult period in the tenants’ lives.
 
During your visit, Allkin staff will guide you through a walkabout of the shelter’s surroundings, offering insights into the world of their tenants, what are the services in community that are important to them.
 
You’ll hear about the challenges they face—such as co-sharing spaces, navigating housing systems, and rebuilding stability—and how these impact their journey towards their independence. In conversation, you will gather what are the policies that Social Workers might have to fight to advocate for their clients.

As part of our Night Missions and Shelters Programme, CWS operates three Shelters for rough sleepers: the Bethlehem and Gift of Joy Shelters, which follow the Transitional Shelter model, and the S3P@Upper Thomson Road, under the S3P-model. During this Learning Journey, we will take you through the history of the Programme, our approach to care, and the services that we provide for our clients. We will also take you on a guided tour of our facilities at the Gift of Joy Shelter.
 
It can be difficult for clients to truly feel at home in a shelter, particularly in Transitional Shelters, where they only stay for a short period before moving on to longer-term accommodation. Yet this does not diminish the need to provide a safe and welcoming environment where clients can rest and heal, fostering in them a sense of home, belonging and connectedness.
 
As part of this tour, we will also share how CWS strives to create such an environment – from the way we design our spaces, to the programmes and activities we offer, and to the support that we provide to our clients.

Our Dream Home (ODH) was given in 2007 when Born2BE (B2B) began serving youths in prison. The vision: to provide a safe and caring space where needs are met and dreams are nurtured. ODH finally came into being in 2018.
 
Many of these youths came from homes broken by divorce, abuse, abandonment, or neglect. For some, home was unsafe; for others, there was no home at all. In recent years, we have seen a rise in homelessness and intergenerational offences, even among young Christians. Today, the number of rough-sleeping youths—those staying in parks, void decks, on friends’ couches, or even at Changi Airport — has outnumbered those from the justice system.
 
These realities compel our B2B team to be a bridge of reconciliation: to “turn the hearts of fathers to their children, and the hearts of children to their fathers” (Malachi 4:6). We endeavour to be “a father to the fatherless, a defender of widows, placing the lonely in families.”(Psalm 68:5-6)
 
Our dream is to see God’s family rise up to foster these prodigal sons and daughters — loving them as our own and welcoming them into a place of belonging, hope, and restoration.

SAMH Group Homes, established in August 1995, provides individuals with stabilised psychiatric conditions the opportunity to experience community integration in the heartlands. This is an importnat normalisation process for clients who reside in SAMH Group Homes since the majority of Singaporeans live in HDB estates. Clients of SAMH Group Homes are supported in their recovery and personal goals through the provision of vocational and psychosocial rebabilitation services.
 
Participants of the Learning Journey can expect to learn more about running a psychiatric rehabilitation home in the heartlands and the challenges faced in running a psychiatric rehabilitation home in the heartlands.

New Creation Community Services

Grace Sanctuary

The Grace Sanctuary is a Christian women's shelter set up by New Creation Community Services to help women in crisis find hope, healing and a fresh start. In collaboration with New Hope Community Services, we are dedicated to providing a safe and nurturing environment to help these women in their recovery process. With love and acceptance, we journey alongside each individual as they find healing, hope, and a new beginning through our various programmes.
 
Programmes
1) FAITH: drop-in-hub
Various day and evening programmes such as lifeskill workshops, support groups, to help begin a journey of restoration.
 
2) HOPE: transitional stay
Short-term accommodation (3-6 months) and cilent-centered such as mentoring to help women in crisis regain confidence and independence.
 
3) LOVE: rehabilitation stay
A structured faith-based residential programme (6 months) to support and journey with women seeking to overcome addictions.
 
4) Aftercare Support
The Grace Sanctuary also offers aftercare support programmes to help ex-offenders and women in crisis to build healthy, positive communities. With the right support and influences, these programmes promote successful reintegration and reduce the risk of re-offending.

The Night Café is a unique community initiative by Catholic Welfare Services that brings together rough sleepers and volunteers to share a meal, conversation, and companionship in a warm, welcoming environment. It is less about programmes and more about presence — sitting at the same table, enjoying dinner together, and building authentic connections. The evening features live music by volunteers, with occasional performances on guitar and violin. Later in the night, the atmosphere shifts to karaoke, where everyone — guests and volunteers alike — joins in song, reinforcing the sense of family and belonging.
 
As a participant, you will:
- Help serve dinner to the rough sleepers.
- Join them at the table to share the same meal.
- Experience the joy of music, conversation, and fellowship in a relaxed setting.
- Dinner is provided for all participants and community members.
